Phnom Penh, July 29, 2026

H.E. YOK Samedy, Deputy Secretary-General of the General Secretariat of the National Social Protection Council and Head of the Digital Secretariat, facilitated an inter-institutional meeting to review and discuss technical specifications and digital interoperability in support of the implementation of the Sub-Decree on Payment Certification in the Social Protection System through the Cambodia Digital Social Protection Platform (DSPP). The meeting was attended by H.E. PHEAKDEY Sambo, Director-General of the National Payment Certification Agency (NPCA), H.E. Moeung Vannarom, Undersecretary of State of the Ministry of Health, representatives from the National Social Security Fund (NSSF), and representatives from the Ministry of Planning. As a result, the meeting agreed on two key directions as follows:

1. Beneficiary Identity Verification: The relevant stakeholders agreed to transfer biometric data to the Social Protection Registry, which serves as a unified source for beneficiary identity verification, aimed at supporting NPCA’s payment certification process more effectively and in compliance with applicable legal regulations.

2. Data Sharing to Support Institutional Mandates: To support the smooth and effective execution of institutional mandates, technical working groups will conduct a detailed study to prepare a concept note and a list of relevant data types before proceeding with official data-sharing request procedures.
